Bangladesh Approves $1.08 Billion for Nine Development Projects at ECNEC Meeting

In a significant step toward its national development agenda, the Government of Bangladesh has approved nine major development projects worth approximately BDT 11,851.29 crore (around USD 1.08 billion). The approval came during the 11th meeting of the Executive Committee of the National Economic Council (ECNEC) for the current fiscal year, held at the NEC Conference Room in Sher-e-Bangla Nagar, Dhaka.

The meeting was chaired by ECNEC Chairperson and Chief Advisor Professor Dr. Muhammad Yunus. Senior government officials, including advisors, Planning Commission members, and secretaries from relevant ministries, were present to deliberate and finalize the decisions.

Strategic Focus: Education, Energy, Employment, and Infrastructure

Of the nine approved projects, six are newly proposed, while three are revised versions of previously sanctioned initiatives. The projects span diverse sectors, including education, energy, religion, migration reintegration, and climate-resilient urban infrastructure.

According to a press release issued by the Ministry of Planning, the funding structure for the approved projects comprises BDT 8,046.09 crore from the national budget, BDT 2,988.95 crore in external loans, and BDT 816.25 crore from implementing agencies’ own resources.

Breakdown of Approved Projects

Here is a summary of the projects approved:

  1. Expansion of Technical Education Facilities
    1. Construction of academic buildings in eight government polytechnic institutes to improve infrastructure and learning environments.
    1. Capacity enhancement of 15 additional polytechnic institutes with a focus on quality improvement through the use of information technology.
    1. Development support for selected non-government colleges to raise educational standards using modern technologies.
  2. Religious and Ethical Education Initiative
    1. Implementation of the 8th phase of mosque-based child and mass education programs, led by the Ministry of Religious Affairs. This aims to promote ethical values and religious literacy among the youth in community-based settings.
  3. Migrant Reintegration and Informal Sector Employment
    1. A project titled RAISE (Reintegration of Returning Migrants and Advancement of Informal Sector Employment) under the Ministry of Expatriates’ Welfare and Overseas Employment. The initiative seeks to provide reintegration support and employment opportunities for returnee migrants.
  4. Energy Sector Enhancements
    1. Two crucial projects under the Ministry of Power, Energy, and Mineral Resources:
      1. Development of Grid Power Evacuation System for WZPDCL (West Zone Power Distribution Company Limited) to improve electricity transmission capacity.
      1. Strengthening Power Transmission and Integration of Renewable Energy to align with the country’s growing focus on clean energy sources and sustainability.
  5. Urban Resilience and Local Economic Development
    1. The Urban Climate Resilient Infrastructure Project (UCRIP), led by the Ministry of Local Government, Rural Development, and Cooperatives, aims to build infrastructure that can withstand climate change-related challenges in urban areas.
    1. The Growth: Local Economic Development (LED) project, which has been approved in its first revised form, is designed to support community-level economic activities and strengthen local economies.

Complementary Approvals

In addition to the nine main projects, the ECNEC meeting was also briefed on four projects that had previously been approved by the Chief Advisor. These briefings ensure transparent governance and alignment with national development priorities.

Toward Sustainable and Inclusive Growth

The range and scope of the approved projects reflect Bangladesh’s commitment to inclusive development and sustainable economic progress. By investing in education, energy infrastructure, and community-based services, the government is targeting long-term benefits for both urban and rural populations.

The education-focused projects are expected to enhance technical skills among youth, improving employability and workforce readiness. Meanwhile, energy projects aim to ensure reliable electricity transmission and encourage the use of renewable energy sources, a key goal under the nation’s climate strategy.

Furthermore, reintegration efforts for returning migrants acknowledge the critical contributions of Bangladeshi workers abroad and aim to support their transition back into the local economy. Urban climate-resilient infrastructure will help cities adapt to growing environmental challenges, while localized economic development initiatives seek to empower grassroots communities.
